Oct 20, 2009, Albuquerque Journal, UpFront by John Fleck: John Fleck wrote a very interesting article on a study of water in Albuquerque from the Rio Grande, and from our underground source of water and the supply and demand placed on both sources. We have drained our underground source somewhat, he stated it has dropped 100 feet over the years and the refill of the aquifer comes from rainwater and the Rio Grande itself, neither of which is keeping up with the demand the City of Albuquerque places on them….So far, so good, huh? Well, we have a legal obligation to Texas that must be full filled, and if I understand what the article is saying, Albuquerque needs to build a concrete lined channel through Albuquerque to keep the water from seeping into our underground aquifer, which needs it badly, to flow on down so the Texans will not get shorted their obligated water….Wait, there is more….furthermore, it states that it is very costly to build this concrete lined channel, to keep the water running down the riverbed, though our city, from seeping into our aquifer which needs the water to refill itself, so the people in the state of Texas are assured their share of the Rio Grande River water….I guess I really am dumb, cause that is way over my head…..Water aside, nothing was said about the Texans paying for the concrete lined channel….I have many friends in Texas…Maybe they can straighten me out…Mr. Fleck, do you understand it?….
